This is an adorable jacket from the Disney Store. It is heavier than most rain coats and offers warmth as well as protection from the rain.  The approximate measurements are:
The 3 is about 14" long, 13" across at the armpits, and 15" across at the bottom.
The 4 is about 15" long, 14" across at the armpits, and 16" across at the bottom. Thanks!
